Project Description
US Department of Transportation (DOT) Since 2013 BMA has been the Independent Financial Advisor in DOT’s Short Term Lending Program (STLP). The STLP offers short term working capital loans to small and disadvantaged business with DOT related contracts. In its capacity, BMA performs and independent financial analysis of each loan request with a recommendation to approve, amend terms, or denial. BMA also assists DOT in the review of all loan documentation.
US Small Business Administration (SBA) As prime contractor to the SBA, performed full on-site reviews of Community Development Companies (CDCs) involved in the SBA’s 504 Loan Program.
US Small Business Administration (SBA) As subcontractor to the SBA’s prime contractor, managed the Safety and Soundness Reviews for all active SBA Small Business Lending Companies between 2009 and 2014. Assisted the SBA in the development of the PARRiS review protocol and the Lender Profile Assessment (LPA) review tool. Managed the onsite review of multiple 7(a) lenders as well as the offsite PARRiS Analytical Reviews (PARs).
US Department of Housing and Urban Development (HUD) From 2007 to 22008 BMA was the Equity Monitor and Multifamily & Healthcare Loan Sales Compliance Monitor for HUD’s Asset Sales Office. In its capacity, BMA assisted HUD in monitoring the structured transactions through which HUD disposes of single family and multifamily loans that have defaulted and have been assigned to HUD through the FHA program. As part of its responsibilities, BMA was required to monitor HUD’s interest in the joint ventures by preparing a valuation of the pools of loans which contained thousands of assets.

U.S. Dept. of Housing and Urban Development Accelerated Claim and Asset Disposition Program (ACD) As subcontractor to American Express Tax and Business Services
  • Prepared the annual cash flow and valuation of the different pools, each with over 6,000 single family loans.
  • Performed monthly confirmation of the settlement process.
  • Tracked the breaches to the loan sale agreement and prepared responses to the damage breaches based on supporting loan documentation.
U.S. Dept. of Housing & Urban Development Multifamily & Healthcare Loan Sales As subcontractor to the Transaction Specialist in three Multifamily Healthcare Loan Sales, MHLS 2004-2, MHLS 2005-1 and MHLS 2005-2 BMA provided oversight of the due diligence contractor including full review of databases and third party reports and developed a streamlined due diligence protocol to cut sales costs.
Instituto de Protección al Ahorro Bancario (IPAB) and Fondo de Protección al Ahorro Bancario (FOBAPROA) (IPAB is the equivalent of the FDIC in México and FOBAPROA is its precursor institution.) Mr. Babb was engagement manager in a total of six sales of commercial loans, four of them as due diligence contractors and two of them as financial advisors. Trained the first group of over thirty accounting professionals to perform due diligence in Mexico. Developed the first due diligence protocol in Mexico for the successful sale of over 20,000 delinquent commercial loans.
Banco Central de Bolivia Co-designed and co-managed seminar to examine Bolivia’s readiness to launch mortgage loan securitization program. Seminar involved 100 participants representing mortgage originators, prospective investors, regulators, attorneys, and accountants. Key issues and gaps to be resolved were identified.
